Cultural Policy
After family and school, the Town is the primary source
of personal growth and belonging, which confers on the municipal
government the responsibility to undertake initiatives, in accordance
with its means, to promote the cultural development of its citizens.
Being geographically removed from any large population
centres, the Town of Saint Quentin must make the most of its local and
regional strengths – that is to say, its dynamism and community
vitality. The Town must also take a proactive approach to offering a
varied cultural life that is adapted to its natural surroundings –
notably the green spaces – and that meets the needs of its population.
To understand the origins of our cultural policy, we
must go back to 1997, to the Annual General Assembly (AGA) of the
“Association des municipalités du Nouveau-Brunswick” (New Brunswick
Municipalities Association, now the AFMNB). During the AGA, the
document, Pour une communauté viable (For a Viable Community), was
presented to elected municipal representatives as a guide for the
development and implementation of a municipal cultural policy. In May
2002, a municipal development plan was adopted, which included a
section dedicated to culture. Then, in January 2003, following the
publication of a notice to recruit members of the public to form a
committee responsible for drawing up a cultural policy, the Town
Council accepted the nomination of a provisional committee. Since
February 2003, the provisional committee has met several times a year.
In October 2003 a survey was published, and in November 2003 the pilot
study began to take shape, being presented for approval to the
population and the Town Council in February and May 2004 respectively.

policy, approved by the Town of Saint Quentin under the number 2004-22
